This PR adds a link to the readthedocs page. Note that it points to the stable version which doesn't exist yet, but you can see the latest version here: https://misosoupy.readthedocs.io/en/latest/

You would edit README.rst (the README at the root of this repository) and that will update the readthedocs page automatically
