Filter doesn't work #4

It creates and removes a filter correctly, but it seems to behave as a normal hopper.

Possibly caused by skymode4:modules/filter/update not existing, while it still gets called in skymode4:modules/filter/main

Fixed by adding this file, had to be rewritten because it never existed in the repository history.
