Datapack not being enabled by default #14

Hello, Thank you for creating this datapack. We are very excited to use it. We recently upgrade to a 1.20.4 paper server from 1.20.1 and have gone through the step by modifying the level.dat file to include the appropriate items. However, when I run datapack list on our server, I can see that the datapack is listed, but only as available. What do we need to do to enable it?

Figured out that I needed to run /datapack enable file/update_1_21_no_trial_chambers_1.20.4.zip. I tried everything with the exception of including file/ from the server. Was able to enable the datapack from the client.
