Test WW altitude Mode (EMP-2751) #4

Test the altitude mode setting in the WW map engine once terrain elevation data processing is added to the WW lib.

Altitude mode is implemented in NASA WW 0.5.0. However the terrain elevation is not. Therefore there is no 3D effect on the map. Relative to ground is relative to the ellipsoid. there will be no diff between relative to ground and absolute until terrain elevation is handled.
