Cross-instance channel following #11400

Summary

I'd like to be able to follow channels that exist on other Misskey instances! I'd prefer to run my own instance, but this is one of many features I miss out on by doing so instead of living on a popular instance (e.g. Misskey.io). Perhaps it could be implemented as a lightweight relay?

Perhaps this is a duplicate of #8475 ? (However, this is in the direction of implementing it as a channel, not a relay.)
