1 year ago I think this is partially accomplished by the roll feature However, currently it is not possible to set the limit to 0%.

Summary
As an instance admin, I was uploading a big emoji pack, then I got hit with a ratelimit on my own instance, and I can't even add media attachments to my posts. The ability to whitelist individual people for ratelimiting would be very helpful.
