Terrain Scanner does not generate trees in the Overworld #137

Bug Description

I am attempting to rebuild the overworld using the Terrain Scanner, Biome Scanner, and Scanner Queue. The terrain generates, but without any trees, flowers, grass, or any other decorations.

It happens even if the chunk is claimed and loaded using the FTB map controls. It happens even when I'm standing right next to the area being generated. It happens if I use only the Terrain Scanner with a power source. It happens if I use the Terrain Scanner connected to a Biome Scanner and use the map to choose an area. And it happens if I use the Scanner Queue to input specific coordinates.

I can see Bauxite and Ruby/Voidstone being formed, but I only managed to get one tree to load in 100+ attempts. I have managed to get some tufts of grass and a few flowers, but only one tree. I've only attempted to rebuild in an Ice Plains biome right now, which should have abundant tress, but instead has one.

I would just spawn in some trees and keep playing, but I don't know if there are other things that might not be generating as expected.

Did this behavior use to work in the previous version?

No. I was playing version 1.5.1 of the modpack and updated to 1.5.3 hoping it would be fixed, but it wasn't.

Steps to Reproduce (for bugs)

  1. Pick an area of the overworld void that has been loaded but not generated (I'm in the Ice Plains, if that matters).
  2. Use FTB map to claim and chunkload the area.
  3. Put down a Terrain scanner next to the area.
  4. Put down a creative capacitor to power the scanner.
  5. Click the Terrain Generator, set it to 80 blocks/t and Turn On
  6. Look down and watch the terrain be generated.
  7. Terrain is generated. I can see water/lava/ores, etc in the stone. The surface is generated with hills and snow, but no trees.

So I flew about 200+ chunks away from my portal spawn, into a Forest Biome and setup the Terrain Scanner. If I use a powered Terrain Scanner by itself, or use the Biome Scanner map, the terrain is generating trees as expected. But when I attempt to use the Scanner Queue, it stops generating trees again. So I can't use the Scanner Queue, but at least I'm getting trees now with the Terrain and Biome scanners. It's working this way on both the 1.5.1 and 1.5.3 versions. I'm attempting to reset my fakeoverworld back to void so I can try to generate trees around my portal spawn again, but I haven't managed to reset the dimension yet.

Now that I've been tinkering with this, it comes to mind that this is almost certainly happening in the Nether, too, which I had been building with the Queue machine and I thought seemed more barren than the first couple of chunks I had rebuilt, but wasn't sure why. I thought it had something to do with Nether biomes, but now I think that the Queue machine isn't spawning the decorations there, either.
