adds redis functionality using ioredis
changes tests to use tsx to run mocha for tests
adds shm for cross-env cp

Thanks again for this! This is published to NPM now as @node-fetch-cache/redis. I credited "dxclabs" in the README, let me know if you would like any changes to that.
