Update SpeechRecognizer documentation for Legacy/non-Legacy discussion #1961

Describe the bug

SpeechRecognizer lacks sufficient documentation about the UseLegacy and partial recognition capabilities.

Expected behavior

The reference documentation should adequately explain how the SpeechRecognizer's partial recognition behavior works. See my note here.
