update android builder version #2195

Describe the desired feature i wish you could update builder version from version 1.3.0 to newer one https://github.com/mit-cml/appinventor-sources/blob/master/appinventor/lib/android/tools/builder-1.3.0.jar the current one is outdated i tried to update it myself but many classes were removed in the new version

As you've pointed out, updating requires an investment of time and development resources as doing so is nontrivial. What's the case for updating the build dependency? The current version doesn't inhibit us from getting our work done.

@ewpatton Thanks for your understanding but i disagree with you as you can see here https://developer.android.com/studio/releases/gradle-plugin

there's so many changes and improvementss happend it would make app inventor generate more optimized apps and open a door to many new features that developers can benefit from Hope you think about it again
