Update the Google Play instructions #2828

The Google Play publishing instructions are out of date and mostly reference the old APK process which is no longer valid for anyone publishing a new app today. We should update the instructions to reflect the use of Android App Bundles.

I submitted this issue #2828. Can i have to update code as well apptoplay.html?

Please review these changes in the document on 'Uploading the App on Play Store.' I hope this resolves the issue. Let me know if there are any further changes.
