This PR fixes documentation for using a custom polar quadrature and plotting track segments. Additionally, this PR adds some version checking and updates to import in python scripts to allow for newer package versions.

Looks good to me, although I haven't had a need to run OpenMOC in a while. I'd like to test this on my machine before merging. Will get back to you on this!
