Finished case-2 for pu-met-fast-021 and updated case-1 #23

Case-2 still is running a little bit under the range for keff, but I've reviewed it numerous times and I can't find an error. I believe that the specifications are correct.

For case-1, the comment block says pu-met-fast-019. Is that just a typo?

Also, for regions that are void, you can specify material="void" in the element instead of having a fake material with extremely low density.

Yes... that is a typo. I'm sorry, my mistake. I can fix the void material and resubmit it tomorrow.
