Make Sterm Setup one-time-only event #92

I am worried that one will accidently do a term setup. So can you make the Term Setup one-time-only event? After doing the term setup, one can use add a class to add a new course to that term.

At least ask when you press submit if you really want to do that as this can have a big impact.
