Stirpend for 1/2 TA and undergrads #97

Need to publish hourly wage for undergrads and 1/2 TAs. Student stipend should be calculated for graduate students by dividing the stipend by half. For undergrads, need to get a hourly wage number in Setup and publish that.

In setup create two columns for full-time wages or 1/2 time wages. For undergrads, it has to be hourly and for appointed TAs (grads) has to be monthly.

I think this is not necessary, since we have 0.5 FTE for half-time TAs, their pay will be automatically half of the corresponding full-time TA.
