Release the source code of TorchSparse v2.1 #254

We officially finish the code refactoring for TorchSparse v2.1 and publicly release the source code. Check out our project website for paper details.

did the tag 2.1.0 get pulled? Our bots picked it up in June 2023, but i can't seem to find it anymore. do you mind creating a new tag so we can make the adequate release at conda-forge?
