Fix water stress data in outlook dashboard #174

It's a line graph without regions, so outlook dashboard doesn't show any lines (no color). I will default to black for line graphs with no regions.

I made the line default to black. I still need to remove the region selection UI below the graph. Right now it looks buggy Screen Shot 2021-05-10 at 11 04 55
