Add raw population over time #200

There's total population for the years 2010 through 2019 available in the county level data.

I can add the raw population over time for now, and when I get population density timeseries data I will add that as well https://github.com/cypressf/mit-climate-data-viz/issues/253

I'm having trouble finding population per year by county. I found population by city name https://github.com/mit-jp/climate-risk-data-cleaning/blob/main/Parsed%20data/Population.csv but not by county.

Marking as blocked until I have yearly population by county.

Those were not city names, but county names. Shelli added state and county FIPs codes for me and put the resulting csv in the dropbox folder
