I need a way to identify the county that an arbitrary lat/long point resides in, so I can color each toxic release site dot based on the county data it resides in. I'm thinking of ways to map from lat/long to county-id

I think this is no longer necessary. Since our last correspondence they had a multimedia editor, Thomas Gaulkin, working on it.
