The editor is useful, but we need a way to create new visualizations that don't exist already, not simply edit existing ones. This would allow you to make a new visualization of an existing dataset. In order to add completely new datasets, we'd use the csv import tool.

Made a lot of progress on this this week

[x] display uncategorized map visualizations (ones that aren't in any website tab)
[x] add new map visualization
[x] edit the dataset associated with an existing map visualization — note: still in progress. ironing out bugs
[ ] add an existing map visualization to a tab
[ ] remove an existing map visualization from a tab

I'm going to stop at adding new map visualizations that are unassigned to a tab for now, and add to or remove from tabs as a separate issue.
