Report card improvement: ability to select different county when zoomed in #299

Issue

Zoom in to a state by clicking on a county You can click the report card to view that county But if you try to click a different county, it zooms out

Fix

Consider clicking outside of the state to zoom back out Consider adding a highlight to the selected county Consider being able to click another county in the zoomed state to change county selection
