release hydra-zen to conda-forge #653

I have drafted this PR https://github.com/conda-forge/staged-recipes/pull/25580 to release hydra-zen to conda-forge.

Please let me know if anyone would either object to this or would like to be listed as a maintainer. The latter can of course be modified in the feedstock repository that will be generated after the recipe is merged.
