Rectify laser scanner angle inconsistency between Gazebo and Hokuyo #6

The lab 3 docs imply the laser rangefinder has a range from -135 to 135 degrees, but in racecar-simulator, the laser scanner min_angle and max_angle are +- 2.094 radians, which correspond to -120 to 120 degrees. It's quite possible that the Hokuyo and Gazebo laser scanners are slightly different.
