Using the latest vagrant version (1.8.1) and vagrant-aws 0.7.0 I was unable to successfully vagrant provision. The provisioner completed, but did not properly rsync the files onto my salt master. Since downgrading to 0.6.0 it works fine.
If it's helpful I am using saltstack 2015.8.8.
