FR: API for URL submissions #233

Please provide an API for URL submissions. I know that I can automate opening PRs, but that's not quite elegant.

You should be able to use GH's Restful API to open issues in https://github.com/mitchellkrogza/phishing which also world make it possible for you to reuse some template to make your contribution easier to recognize and hold a good solid amount of information's for confirmation. Handling the the add-link is the least of the process.
