blacklist-ips.conf does not do anything for me #569

I added tried it with several IPs to test it, but it does not block my request.

I added them at the bottom of the blacklist-ips.conf file like this and restarted nginx. Like this:

89.144.209.4 1;

The file is included properly. It fails on syntax errors
