@mitchellurgero this PR should clean out the dist-upgrade functions, the packagesdist page references, and hopefully every trace from the core.

Then i can publish a proof-of-concept plugin, that adds the package dist-upgrade function back to the "vanilla" code, hopefully without any need of change in the openrsd core.

I tried to check everything, to make sure that i did no mistakes, but if you have the time, check for yourself that everything still works as expected before you merge. ;)
