Remove ART and the Azure pipelines #97

We're no longer using ART. I think it's also fine to remove the Azure pipelines now that we have stopped using Azure DevOps for the last year (and we no longer have a contact at Microsoft).

(This is part of the code cleanup - I thought I would at least start with some low hanging fruit. :smile:)

I think we can remove ALEX eventually too - it just requires some refactoring to remove it from the code, so I didn't end up doing it as part of this PR.
