PyGame-Demo: Cars are not intelligent

Currently, cars do not behave correctly:

• They do not stop at the traffic light
• They will overtake the traffic light into oncoming traffic (north bound only)
• They drive through oncoming traffic (both ways)
• They do not queue up correctly to a traffic light

This will most likely require a rewrite where we use queues from another module or an array of cars so they can communicate with one another.
