PyGame-Demo: Vehicles do not intelligently avoid one another #15

In the latest commit, c01cb4ea133e0b30b83978cc6c37bcad5107b8ef, I began to add intelligent vehicles that would check in front of themselves to see if there is a car, so they would then stop. However, the cars do not seem to folllow these rules, and they do not change lane to avoid the traffic lights.
