Move the good version of the README to the root directory #10

The README file in the repository at present isn't really useful, and describes incomplete development instructions.

This pulls the version from the scripts directory instead, which is much more detailed.

I think we probably want to instead pull across the README from the old repo at https://github.com/timvideos/HDMI2USB-misoc-firmware/blob/master/README.md (and improve it)?
