CODE: Migrating user auth from Persona to OAuth #109

With Mozilla's Persona service deprecated, user authentication needs to be migrated to OAuth w/ Facebook, Google, and Twitter logins. I'm creating this issue as a more asynchronous place to communicate about this task, rather than email.
