Document all data sources #18

During the csv header standardization, a spreadsheet was created in the Data folder for this purpose. It will also enable the tracking of sources, so we should actually fill it out.

The spreadsheet in question is SD_UI/Data/Data_Descriptions.xlsx

Added Rio de Janeiro documentation. Still need to add the other contexts.

Added Chile and Santiago documentation. Will need to update once new data sources are added.

@seamuslo Can you add in information on the Indonesian data? If they sent you datafiles rather than links, just say as much in the spreadsheet.

Indonesia has been updated. Now only missing Querétaro and any new variables that may be added.
