Get Mexico context area up and running. #22

Mulan did some preliminary work that I have on my computer, mostly just pulling some shapefiles, but we need to get a full version up and running soon.

Got COVID temporal data formatted, initial shapefiles collected, and code updated. Still need to collect geographic data and to insert actual COVID policy history.
