Various of the contexts are best conceptualized as discrete SEIR populations rather than unified ones, particularly the Indonesia context. These discrete populations may or may not have some interaction between one another. Obviously this is a key deficiency of the SEIR framework in general, but we should try and make our setup be able to handle at least a few different such populations in a reasonably clean way.
