Add a flag attribute / flagging options #169

This is a WIP and should give @kadamwhite the backend needed to create the front end for flagging.

Pushed a commit that implements this UI:

flagging-flow

(disregard visual tearing in the gif, that's an encoding artifact)

I reviewed this. It works great. It's not the full feature, but it doesn't regress anything, and we have an issue open for completing the feature. Opting to merge this in now and document in that issue #136
