Signal completion to client. #2

We should write a lambda function that is exposed over HTTP so that we can wait for the completion of the conversion on the client: https://docs.aws.amazon.com/AWSJavaScriptSDK/latest/AWS/S3.html#waitFor-property

Doesn't really work this way - see cbb0c6426e5ba74dc16d088dde4954a8933c5cd8. We're better off just fetch()ing HEAD ./flows.json.
