fix: revert sass to old version 1.32.13 #1576

This PR reverts https://github.com/mitodl/bootcamp-ecommerce/pull/1561, https://github.com/mitodl/bootcamp-ecommerce/pull/1566 and https://github.com/mitodl/bootcamp-ecommerce/pull/1577 until get a proper fix for the issue mentioned here https://github.com/mitodl/bootcamp-ecommerce/pull/1550#issuecomment-2226170533.

Noticed another minor version https://github.com/mitodl/bootcamp-ecommerce/pull/1577 was merged by renovate. So rebased it to resolve conflict and cut a new RC.

@Anas12091101 meanwhile can you look into it as mentioned https://github.com/mitodl/bootcamp-ecommerce/pull/1550#pullrequestreview-2177449899?
