Upstream LOGOUT_REDIRECT_URL to be used for logout redirection #271

In #241 we added a setting to the xPRO fork for redirecting the user on logout from edX. We needed the same setting in MITx Online, so we should try to upstream this to edx-platform.

Related Issues

After this is merged and deployed, we may be able to remove the logout.html template from the mitxonline theme, added in https://github.com/mitodl/mitxonline-theme/pull/22

We should aim to get this merged before October 9, when the first Maple RC is scheduled, since we expect to upgrade xPRO to Maple in December.
