Performance: Shorten the meta description #1680

Part of #1530

webcoach and moz.com recommend that the description metatag be between 150 and 160 characters long -- otherwise it will get truncated in search results.

Current home page:

MicroMasters is a professional and academic credential for online learners from anywhere in the world. Learners who pass an integrated set of MITx graduate-level courses on edX.org, and one or more proctored exams, will earn a MicroMasters credential from MITx, and can then apply for an accelerated, on campus, master’s degree program at MIT or other top universities.

This shorted version is 153 characters:

Learners who earn a MicroMasters online credential from MITx can apply for an accelerated, on campus, master’s degree at MIT or other top universities.

The SCM meta description is 253 characters:

The MicroMasters in Supply Chain from MITx is an advanced, professional, graduate-level foundation in Supply Chain Management. Through the five online courses and capstone exam you will demonstrate your ability in the equivalent of one semester's worth of coursework at MIT.

And the DEDP one is 312 characters:

Grapple with some of the world’s most pressing problems from a rigorous, data-driven perspective. Gain a strong foundation in microeconomics, development economics, probability and statistics, engage with cutting-edge research, and develop hands-on skills in data analysis and the evaluation of social programs.

Both of these are the same as the program text on the home page, so shortening them may be challenging. We could change the page template so we don't use the same text on the home page as for the description metatag.
