Steps to Reproduce

Navigate to https://micromasters.mit.edu/dashboard/
Be logged in to a MM Profile at the "Started Applications" stage of the Financial Calculator: (Reset Personal Price of account in Price Admin, navigate to Dashboard, click "Get My Price Now", enter income, confirm income)
Click 'Submit' to save and confirm your income
Click "Read Complete Instructions" link in the "Personal Course Pricing" frame

OS: Mac OS 10.15.7 (19H1217) / Browsers: Chrome Version 91.0.4472.114 (Official Build) (x86_64); Firefox Version 89.0.2 (64-bit)
OS: Mac OS 11.2.3 / Browsers: Chrome Version 91.0.4472.106 (Official Build) (x86_64)

Expected Behavior

Resultant instructions popup should have a frame which includes close functionality (either an [X] or clicking outside the popup).

Actual Behavior

Popup with instructions has no frame outside the text. It might be an issue with the Material UI dialog. (see last image below)

@arslanashraf7 This fix just made it to production today. I believe this can be closed.
