Description (What does it do?)

Uses the Department serializer to serialize the program's departments on the program API.

How can this be tested?

Visit http://mitxonline.odl.local:8013/api/v2/programs/ and ensure that the departments are formatted the same as http://mitxonline.odl.local:8013/api/v2/courses/
