management command to retire users' accounts #1093

As an admin, I'd like a management command that can be used to retire an account, similar to the ones in MicroMasters and Open

Acceptance Criteria:

[ ] set is_active on the account to False
[ ] null the email address
[ ] retire the account in edX

Questions?

Q: Should we delete any data consent agreements?

@tasawernawaz I see the management command has been merged and deployed. Does this depend on an edX configuration update as well?

Also, does the salt setting need to be configured in production?

@pdpinch we have management command to retire user's from MITxPRO and it does not depend on edX. However, as we want to retire user's from edX as well. We have to Enabling the User Retirement Feature to run the script to retire users from edX and may need to perform some manual steps as well.

@shaidar Can you confirm that we have setup a script on the edX site, can I test it on our QA server?
