This commit adds two Celery client configurables necessary for monitoring.

CELERY_TASK_TRACK_STARTED
CELERY_TASK_SEND_SENT_EVENT

Description (What does it do?)

These two celery client configurables are necessary to allow celery tasks for this product to be monitored by MIT OL Celery Monitoring.

How can this be tested?

Tasks for mitxpro heroku should appear in celery monitoring.
