Description (What does it do?)

Removes deprecated flag ENABLE_ORDER_RECEIPTS

How can this be tested?

Test email receipt and dashboard receipt by enrolling a learner in a course or program.
Test /api/enrollments/ API. Receipt should exist in the data.
Test /api/order_receipt/<RECEIPT_ID>/ API for the Receipt ID that you will get in the enrollments API.
