Allows to publish course without visiting metadata section

@Anas12091101, this was put on hold because the sibling PR needed some changes and this task is not of priority.

Does this PR affect your Hatica stats?

I haven't received the team invite of Hatica yet so I can't see the stats right now. But I think that this might affect the stats.
