Too much functionality is broken if moira isn't working/configured properly #1002

Steps to Reproduce

Remove MIT_WS_* .env values or use invalid values so moira won't work properly. Try to create a new collection.

Expected Behavior

Collection is created

Actual Behavior

Collection is not created due to a moira error. Nonfunctional moira integration ideally should impact only collections and videos that are restricted to moira-list users.
