Update postgres and yarn #1105

What are the relevant tickets?

Related to https://github.com/mitodl/hq/issues/4207

Description (What does it do?)

Replaces https://github.com/mitodl/odl-video-service/pull/1102 and upgrades yarn too (container was no longer building locally).

How can this be tested?

Unit tests should pass Overall functionality should still work

PS the gitguardian alert is just for the standard "postgres" password in the docker container.
