Customer Service: link to receipt #376

User Story

As a customer service representative, I get tickets from users who are unsure about their payment status. I can use the Customer Service - MITx Online Prod report to find their enrollment status, but it would be useful to send them a link to their receipt as well to help prove to the user the payment went through properly.

Description/Context

There is a link to the receipt page in the Purchase Reconciliation - MITx Online Prod report. It would be convenient to have it in the customer service report as well.

Acceptance Criteria

This is blocked because our only way to grant permission to customer service reps is to give them broad admin rights. In other words, we don't have a scope that would let them only look at receipt urls.

Note - the reports do have links to receipts and they work for admins on the engineering team.

@pdpinch Is this still needed? The receipt seems only viewable to the customer themselves, I as admin can't see other people's receipts
