Replace Elastic Search with Open Search #3491

We are currently running Elastic Search 6.5 6.8 which is end of life from Elastic, although still supported by Amazon.

Instead of upgrading to self-hosted ES 7.x, this seems like a good opportunity to switch to AWS Open Search, as we're using it for other services.
